The short answer

For restaurants, start with a no-foreign-fee American Express Gold when Amex is accepted: it earns 4× worldwide and Amex applies Argentina’s tourist-dollar treatment. For general purchases, compare the final Amex conversion with your highest-value no-foreign-fee Visa—often a Sapphire card—and carry that Visa as your acceptance backup. Neither network literally uses the street ‘blue dollar’ rate, and Amex is not guaranteed to beat Visa on every transaction.

Its 3% foreign transaction fee usually costs more than its incremental rewards, even if you pool its points into a Sapphire account.

Decision rules

  • Ask to pay in Argentine pesos (ARS). If the terminal offers U.S. dollars, reject that conversion and let the card network convert the charge.
  • Compare final dollars charged—not the first pending amount. American Express says its tourist-rate adjustment can take up to two statement cycles.
  • Choose the card with the best net result: tourist conversion + category rewards − foreign transaction fee. Network alone does not determine the winner.
  • Keep a no-foreign-fee Visa available because Amex acceptance is not universal.

Common traps

  • The ‘tourist dollar’ is not the informal street blue-dollar rate. Visa describes its foreign-tourist rate as slightly below the legal dollar MEP rate.
  • An Amex purchase can initially look expensive because the regular conversion may post before a separate tourist-rate adjustment.
  • A merchant’s offer to charge in dollars is dynamic currency conversion, not a way to guarantee a better U.S. exchange rate.
  • Do not choose Amex solely because it once beat Visa. Rates move daily, posting dates differ, and card rewards can outweigh a small FX difference.

The practical two-card strategy

At a Buenos Aires restaurant, try Amex Gold in pesos for 4× rewards. If Amex is not accepted, use a no-foreign-fee Sapphire Visa in pesos. Questions people actually ask

Does American Express get a better exchange rate than Visa in Argentina?

Sometimes the final Amex result may be better, but it is not guaranteed. Both networks advertise special treatment for foreign-issued cards, their timing differs, and Amex may send a later adjustment. Compare final posted dollar amounts for purchases made close together.

Is the tourist-dollar card rate the same as the blue dollar?

No. The blue dollar is an informal cash-market quotation. Visa describes its foreign-tourist card rate in relation to the legal dollar MEP rate, while Amex calls its treatment the Tourist Dollar exchange rate.

Should I choose dollars or pesos at the terminal?

Choose Argentine pesos. A dollar option lets the merchant or terminal perform the conversion and can embed a poor exchange rate. Use a card with no foreign transaction fee and let its network convert the charge.
